The Ministry of Public Education issued a directive on September 26, 1876, establishing the ninth Teacher’s Training Institute in Russia in the district town of Belgorod. By decree of the People’s Commissariat for Education of the RSFSR, Belgorod Teacher’s Training Institute was reorganized as Belgorod Pedagogical Institute on June 4, 1919.
